Vettel triumphed in the Italian Grand Prix in 2008 aged 21.
Meanwhile, Verstappen becomes the first ever Dutch driver to win a race in Formula 1.
Mercedes team drivers, German Nico Rosberg and his British teammate Lewis Hamilton, who were contenders to win the Spanish GP today, crashed into each other at the beginning of the race.
Hamilton tried to pass Rosberg after the second corner but got in a spin on the grass as the British driver lost control and hit his teammate Rosberg. After the crash, the two Mercedes cars were out of the race.
Ferrari drivers, Kimi Raikkonen and Sebastian Vettel were behind Verstappen in Barcelona as Raikkonen was the runner-up and Vettel completed the competition in the third spot.
The next Grand Prix will be held in Monaco on May 29.
