"Anıl will is going to arrive in Istanbul today," Balkan told Turkish-football.com.
"Galatasaray have not completed the transfer yet, they are waiting to appoint their new manager first."
Koç spent last season on loan at Charlton and played with the under-21 squad.
The 19-year-old was born in Belgium to Turkish parents and represented the Belgium national team at U16-17 level before switching to Turkey at U17-19 level.
Koç is eligible to play for both Belgium and Turkey at senior level.
The young midfielder has also attracted the interest of Trabzonspor, Beşiktaş, Eskişehirspor, Sivasspor and Bursaspor.
Koç rose through the ranks of Standard Liege youth system and still has two-years left on his contract.
The 19-year-old has a name which may sound a little strange to English speakers however, Anıl is actually pronounced uh-nihl and Koç is pronounced Kotch in Turkish.
